Is the ANP’s Exploration Superintendent, responsible for implementing the Agency’s regulatory strategy for oil and natural gas exploration activities in the country. He coordinates the supervision and control of the concession and production sharing agreements in the exploration phase, managing the whole portfolio of exploratory blocks in Brazil. He came to the ANP in 2005 and worked, up until 2013, on the conception of the regulatory framework for operational safety in the petroleum industry, on the preparation of technical regulations based on risk and on the definition of the regulatory strategy of the ANP for the supervision of E&P petroleum activities, taking the lead in setting up the Operational Safety and Environmental Oversight Office of the ANP. Before joining the ANP, he worked on various civil and military facility projects. Raphael holds a Ph.D. in Engineering (specializing in Risks, Uncertainties and Human Factors) from Liverpool University and a Masters’ degree in Risk Management from Cranfield University, both in the United Kingdom. He also holds an MBA in Project Management from the Getúlio Vargas Foundation-RJ and is a post-graduate in Offshore Systems (MSO), from UFRJ (Federal University of Rio de Janeiro). He is a graduate in Production Engineering and technician in electrotechnology, from CEFET-RJ.
