IBP Statement - ANP Decision Ensures Security of Supply and Strengthens the OPASC System
The exceptional authorization issued by the National Agency of Petroleum, Natural Gas and Biofuels (ANP) on January 19, 2026, prevents a recurrence of the gasoline C supply crisis previously experienced within Santa Catarina’s logistics system, which was associated with the seasonal availability of anhydrous fuel ethanol used in blending with gasoline A.
The measure, developed through a technically grounded process and institutional dialogue, temporarily and under controlled conditions relaxes the limits for acidity index and electrical conductivity of anhydrous ethanol. This ensures the continuity of fuel supply in the affected area during the current inter-harvest period and enables the full utilization of the Paraná–Santa Catarina Pipeline (OPASC), a strategic asset within the logistics network responsible for transporting fuels from the Presidente Getúlio Vargas Refinery (REPAR), located in Araucária, Paraná, to terminals in Santa Catarina (Guaramirim, Itajaí, and Biguaçu).
As a significant additional benefit, the measure helps prevent potential increases in gasoline C prices for consumers by eliminating substantial costs that would otherwise be borne by fuel distributors using the system. These costs could arise from more complex logistics operations, including emergency freight arrangements, additional product purchases, and demurrage expenses.
IBP acted promptly and on a sound technical basis to support the authorization, which represents a timely and necessary regulatory action by ANP. The decision also mandates studies aimed at revising ANP Resolution No. 907/2022—the regulation that establishes technical specifications and quality control requirements for fuel ethanol in Brazil. This review will undoubtedly contribute to improving the regulatory framework and preventing the recurrence of constraints that place pressure on fuel supply in the region.
