Industry Giants and Independent Producers Accelerate Projects in Brazil Through Simplification, Discovery Integration and Regulatory Predictability

Leaders from Petrobras, Shell, ExxonMobil, BRAVA, Prio and ANP highlight strategies at ROG.e to enable final investment decisions, repurpose idle infrastructure and consolidate the country as a safe haven for energy capital

Geopolitical uncertainties, logistical disruptions and the need to ensure energy security have placed operational efficiency and capital discipline at the center of discussions on the second day of ROG.e 2026. During a panel on offshore competitiveness, executives from major global operators and suppliers revealed that enabling Final Investment Decisions (FIDs) requires project simplification — including a more than 50% reduction in topside weight (the upper structure of the vessel) in new FPSOs developed by Petrobras — as well as the strengthening of strategic local content. Representatives from SLB, ExxonMobil and Misc Group reinforced that long-term partnerships, automation and regulatory stability are essential pillars for sustaining the sector's expansion.

Brazil's position as a safe haven for global investments was reinforced during the Strategic Talks session by Shell Global CEO Wael Sawan. The executive said the company's resilience in the face of the recent closure of the Strait of Hormuz is the result of decades of investment in the geographic diversification of its assets, citing its operations in Brazil alongside those in Canada, the United States and Nigeria. Sawan emphasized that international investment decisions are guided by a balance between risk and return, highlighting Brazil as an attractive and secure destination due to the stability of its rules, geopolitical environment and tax framework.

On the development of mature fields, the Independent Producers Forum highlighted the reuse of idle infrastructure and the use of tie-backs (the integration of a discovery with an existing platform) as tools for economic and socio-environmental efficiency. During the panel moderated by FIRJAN SENAI, representatives from BRAVA Energia and Prio pointed out that extending the useful life of assets postpones decommissioning, optimizes investments and generates continuous demand throughout the supply chain. In addition to operational returns, maximizing efficiency in these fields preserves jobs, income and tax revenues in peripheral communities and producing regions.

In parallel with production operations, the future of Brazil's natural gas market brought together representatives from ANP, Petrobras and the industrial sector to discuss the balance between regulation and competition. The panelists emphasized that the competitiveness of natural gas depends on coordinated action across all links of the value chain — from gas evacuation and transportation to taxation — creating a predictable business environment capable of attracting new industrial investments. “We need negotiations among all the stakeholders involved so that we can move forward and achieve more, generating new jobs, increasing tax revenues, fostering development and attracting more investment,” said Pedro Teixeira, Ternium's Vice President of Legal and Institutional Relations.

To sustain this cycle of technological expansion, the Young Summit turned its attention to developing new talent in science, technology, engineering and mathematics (STEM). Against the backdrop of a warning that only 38% of engineering students in Brazil complete their degrees, experts from Unicamp and the private sector pointed to academic entrepreneurship and open-innovation startups as key bridges for connecting university knowledge with the energy sector's transformation needs.
