Leopoldo Miguez Award
Perpetuating the memory of its founder, Leopoldo Miguez, the IBP created the Leopoldo Miguez Award in 1976. The initiative aims to publicly acknowledge the contribution of individuals who have worked to transform and develop the oil, gas, and energy industry in Brazil. Throughout its existence, several professionals who have contributed to the industry's activities have been granted the award. It is delivered every two years during ROG.e.
2024 Edition
Carlos Mastrângelo
A UFRJ-trained engineer with a focus on civil and petroleum engineering. He has worked in the oil and gas sector for over 39 years, spending most of his career at Petrobras, SBM Offshore, and currently at Enauta Energia. He has lived in several countries and has been internationally recognized for his leadership role since the early days of FPSO development, which led to the large-capacity projects we see around the world today.
In 2006, he was responsible for introducing this same concept in deep waters in the United States of America, having been awarded several international recognitions such as the SPE (Society of Petroleum Engineers) International Individual Award, and in 2019, the highest award in the international specialized industry, the “Distinguished Achievement Award for Individuals” from the Offshore Technology Conference (OTC) in Houston, the world's leading event in the oil exploration and production industry, for his leadership and pioneering role in the modeling and profitable implementation of FPSO platforms.
Having returned to Brazil in 2021, he is in charge of implementing more challenging and large-scale projects, such as the development of the Atlanta field in the Santos Basin (BS-4).

José Formigli
Civil Engineer graduated from IME in 1982, with a specialization in Petroleum Engineering from Petrobras. He holds an MBA in Advanced Business Management from UFRJ/COPPEAD and attended the Executive Program at INSEAD. He joined Petrobras in 1983, where he worked in various areas of subsea engineering and well completion, in addition to holding leadership positions in the Campos Basin.
He was an Executive Manager of E&P-Services, E&P-Production Engineering, and in 2008, he took over as Executive Manager of E&P-PRESAL, focused on the development of the Pre-Salt Pole in the Santos Basin. In 2012, he became Director of Exploration and Production, leading the growth of reserves and production, as well as projects to revitalize mature fields and improve operational efficiency.
After retiring in 2015, he founded Forsea Engenharia, providing consulting services to companies in the Upstream and Midstream sectors. He serves on advisory boards and is a member of entities such as SPE and SUT in the United Kingdom, as well as holding an honorary doctorate from the University of Aveiro in Portugal. Winner of several awards, he is the author of numerous publications and a speaker at national and international conferences, including OTC and ROG.e, formerly Rio Oil & Gas.

Jorge Camargo
With over 40 years of experience in the oil industry, Jorge M. T. Camargo holds a degree in Geology from the University of Brasília and a master's degree in Geophysics from the University of Texas. He is a member of the Boards of Directors of the Ultrapar and Prumo Logística Global Groups. He is a member of the Board of Trustees of the Brazilian Center for International Relations (CEBRI), in charge of the Energy Center. He chaired the Brazilian Institute of Oil and Gas (IBP) and is now an emeritus member of its Board of Directors.
He worked for 27 years at Petrobras, including as a member of the Executive Board, responsible for the International Area. From 2003 to 2009, he worked at Equinor, initially as Senior Vice President at the company's headquarters in Norway, then as President of Equinor in Brazil. He is the author of the books “Letters to a Young Oilman” (Elsevier, 2013) and “Oil: Texts and Contexts” (Edições de Janeiro, 2018).

Plínio Cantanhede Award
The Plínio Cantanhede Award aims to acknowledge the best papers presented at the ROG.e Conference, awarding one paper from each Thematic Area defined for the edition. Granted biannually, the award was established in 1990, during the 4th Brazilian Petroleum Conference, when Zepherino Lavènere Machado Filho was honored for his work “Early Production Systems on the Brazilian Continental Shelf.”
Screening process
After three evaluation rounds of the papers submitted to be presented at the event, the ROG.e Technical Committee appoints an Award Judging Panel, composed of leading professionals in the industry.
The Judging Committee reevaluates the papers and in-person presentations of the works with the highest scores in the previous stages to determine the winners for each Thematic Area. Criteria such as relevance, applicability, maturity, urgency of the solution or knowledge presented by the author, and alignment with the needs of the Oil, Gas, and Renewable Energy sector are considered.
